It analysis the wavelet packet transform based fault diagnosis method and gives the diagnosis procedure. Then the paper applies the process to the PEM FC. The wavelet packet transform based fault diagnosis consists of a signal(oxygen stoichiometry) feature extraction by multi scale decomposition and then by calculating the value of the relative wavelet packet energy( ),gets flooding fault identification and classification. The modal analysis was performed on the wind turbine structure to investigate whether the resonance is caused by the gearbox and turbine blade, and the seismic response spectrum analysis on RRS-SSE 5%, horizontal and vertical seismic loads and the static analysis on dead weight and wind load were performed.
